A TAXI driver slammed neighbouring councils after he was slapped with more than £300 worth of fines.

Andrew Lutter, 63, became embroiled in a ticketing row with Reading Borough Council when he was pictured driving through bus lanes, despite being licensed to do so.

Mr Lutter's two wheelchair accessible Fiat Doblo are both licensed to drive in bus lanes and restricted zones because they are both registered Hackney Carriages at West Berkshire Council.

The 63-year-old said: “I have been driving in and out of Reading for years and now that have started issuing me all these notices.

“I drive through restricted zones in London and Norfolk without any problem at all.”

Mr Lutter found himself in a heated e-mail exchange with a council officer following the stash of tickets.

Reading Borough Council told him he would need to follow a proper appeals process if he wants a chance at being let off the fines.

A council spokesman said: “The procedure for challenging a Penalty Charge Notice (PCN) is given on the back of the notice and on the council’s website.

“The council cannot accept representations sent to generic email accounts or individual officers as there is a statutory process involved.”

And Mr Lutter retorted: “These councils should talk to each other and then I wouldn't get these ridiculous notices which I have to spend several hours of my day copying and printing them so I can appeal.”

Cllr Norman Jorgensen, chairman of the public protection partnership, which handles licensing in West Berkshire, said the group would discuss the issue with Reading Borough Council.

He added: “The PPP used to send lists of Hackney Carriages to Reading Borough Council so they would not be issued tickets that did not apply to them. We will liaise again with Reading Borough Council to determine if there is anything we can do to aid the process so they do not issue incorrect tickets to Wheelchair Accessible Hackney Carriage Vehicles.”
