A plan to build 35 homes on a large field on the outskirts of Reading has fallen silent.

Last year, plans were submitted to build the homes on a field that has been used for equestrian activities immediately west of Highdown Avenue, a private residential road in Caversham.

The site is made up of grass and trees in three sections, with a paddock in its centre and aerial photos showing structures dotted around the site.

Although the development would have been an extension of Caversham, the site itself actually falls within South Oxfordshire District Council’s jurisdiction.

The plan appeared on South Oxfordshire District Council’s planning portal under reference P22/S1388/PEJ but it appears to have since disappeared and is irretrievable.

Because of the proximity of the site to Caversham, the application also appeared on Reading Borough Council’s planning portal under reference 220630, but it now does not appear on that portal website either.

Documents submitted with the application cannot be accessed due to its removal.

The 35-home development would have been made up of 13 three-bed, 11 two-bed and six four-bedrooms homes, with five one-bed apartments being provided as well.

A total of 14 of the new homes would have been affordable, making up 40 per cent of the development.

The application was submitted by Real Capital Developments Ltd, with the company director being Sarwari Ahmed according to Companies House.

Real Capital Developments does not have a website, making any request for a response difficult to facilitate.

Explaining the reason for the plan’s disappearance, as spokesperson for South Oxfordshire Council said the plan was only ever a ‘pre-application submission’ that was not meant to be made public.

The council does not comment on pre-application submissions.

Initial documents for the proposal were submitted on behalf of the developers by planning agents GL Hearn.

A planning document from GL Hearn submitted at the time stated: “We are submitting this request to secure South Oxfordshire District Council’s pre-application advice in regard to the preliminary proposals we have developed for the site.

“In this way we can review any technical or design advice the council may consider relevant to the development of this site, in finalising our proposed submission for planning.

“In particular we would welcome your feedback on the documents and drawings that would be required as part of an outline planning application for the site.”

It is unclear whether a planning application will re-appear for the site.

The Local Democracy Reporting Service has found no subsequent application for the site. GL Hearn has been contacted for comment.
