A REVIEW of West Berkshire Council’s constitution, a rulebook for councillors and staff, has been delayed again. 

Because of the general election, ‘scheduling clashes’ have meant the review is now planned to be completed in January 2021. 

Sarah Clarke, the council's head of legal, said: “We had a fairly ambitious timetable which was scheduled to deliver a complete review by early autumn next year.”

The council’s governance and ethics committee in June this year proposed a ‘systematic review’ of the constitution. 

After the review is completed, the changes will have to be approved by the full council. 

There are 15 parts to the constitution, some of which have been updated recently, but others not since 2014.

It governs things like budget and policy, public access to information, and councillors’ financial allowances. 

Ms Clarke said: “When we had actually timetabled all the meetings in, we pushed it back slightly later. 

“But we have now pushed it back, because we’ve had to cancel a number of meetings, due to scheduling clashes with the upcoming general election.”
