THE death of teenager Julian Randall has sparked an investigation into the events leading up to him being struck by a car and killed.

The police watchdog has confirmed it is investigating reports that Thames Valley Police was warned the 19-year-old was walking in the middle of a road in in High Wycombe in the dark moments before he was struck by a car and killed.

Aspiring singer Julian, of Southlake Crescent in Woodley, collided with a blue Vauxhall Mokka in Valley Road, Hughenden, at around 6.40pm and was rushed to Stoke Mandeville Hospital in Aylesbury, but later died from his injuries.

Independent Police Complaints Commission (IPCC) Associate Commissioner Guido Liguori confirmed the incident had been referred to the police watchdog. He said: “Following careful assessment the IPCC has now decided to conduct an independent investigation into events prior to his death.

“My thoughts and sympathies are with the family at this difficult time. We have notified them of our involvement and will issue further information in due course.”

The driver who struck Julian has not been arrested in connection with the accident and is helping police with their enquiries.

It is believed Julian was out with friends that afternoon, but had become separated from them.

Julian’s father Duncan said the family are in “a bad way” after hearing the devastating news of their son’s death.
