THIS is the moment a row broke out between a pedestrian and a parking warden who was seen parking on double yellow lines.

David West said he was furious when he saw a traffic warden park his white van across the lines and attempt to put a ticket on another vehicle.

Mr West said he confronted the council worker and asked him to park his vehicle in an allocated bay, but was told that wardens are allowed to park in restricted areas throughout the town.

Reading Borough Council confirmed that wardens are in fact permitted to park over double yellows, but said employees have been urged not to do so if there are alternative areas to park in.

Mr West told the Chronicle: "I was walking my dog on Sunday morning and saw him pull up, park where you see in the picture, get out and start to ticket the taxi. There were empty bays a few yards away that he ignored.

"I asked him why he was parking on double yellows and he told me that he could park there to issue tickets. I told him I didn't think that he could and that bays were free.

"We had a conversation for a couple of minutes that was back and forth. He told me I was breaking the law taking photos of him and he took a photo of me. I took a brief video of the conversation."

Mr West said neighbours around Salisbury Road, where the picture was taken, are constantly blighted by wardens, adding: "They come round at all hours and are completely inflexible and I was angry that he felt that rules clearly didn't apply to him.

"He then got in the van and drove off."

A spokesman for the council added: "Parking attendants may park their vehicles on double yellow lines while carrying out their duties, which was the case in this instance.

"Staff are being reminded they should park safely and considerately while carrying out their duties."
